MLTC’s Programs and Services – Main Departments:
Health and Social Development
The MLTC Health and Social Development models their health development programs after the World Health Organization’s definition of community holistic healthcare. Health and Social Development Programs are streamlined into three service areas: primary care, social development, and community development. MLTC Health and Social Development encompass the knowledge of Elders, community leaders, health planners, provincial organizations, as well as other First Nations organizations to work towards the creation of healthy communities.
Economic Development
The Economic Development Program is designed to expand the ability of the MLFN communities to create, produce, and manage wealth through the development of business, training and employment opportunities for First Nations members. The program increases the success of economic ventures by providing the necessary support and opportunity to the First Nations members. The MLTC Economic Development Commission has five programs which include: training and employment, agriculture, technical programming, business development; and youth and sports.
Education
The MLTC Office of Education is a second-level support service that maintains and enhances MLFNs Community-based Education Programs and learning opportunities. Indian and Northern Affairs Canada (INAC) is the sole source of education program funding for programs within the Meadow Lake School Division and the Northern Lights School Division.
Justice
The MLFNs/MLTC Justice Program coordinates and manages the support services offered to the Justice Programs of the MLFNs. These include: MLTC Governance Commission; MLFNs; Community Justice Committees; Saskatchewan Justice: Aboriginal Justice Strategy of Justice Canada: and the Federation of Saskatchewan Indian Nations.
Technical Services
The Technical Services sector of the MLTC coordinates the operation and maintenance of MLFNs municipal properties and water systems. Technical Services provides support services to the MLFNs for all capital projects inspections so First Nations can efficiently manage their own maintenance, housing construction, service operation and capital project implementation.
Social Assistance Reform
The MLTC, with the assistance of the participating First Nations communities, developed a proposal and negotiated with INAC to take over the management, delivery, and financial responsibility of the day-to-day operations of the Social Assistance Program on a block-funded basis. A customized database program has been developed to automate all administrative procedures. The program, which ensures accessibility, is set up as a shared operating system through an Internet-based wide area network.
